Qëhê-rëcê Bî (/ˈqëhɘ/ /ˈrëcɘ/ [practical; pragmatic] [almond]) is a temperate Town located in the Nêndënkîte Zone of the Union of Engineers.
The name Qëhê-rëcê Bî is derived from the Iron Elvish language, as Qëhê-rëcê Bî was founded by Tshelîm Trînkdsm, who was culturaly Iron Elven.
Climate
Qëhê-rëcê Bî has a yearly average temperature of 26°C (78°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a pleasant 23°C (73°F). Qëhê-rëcê Bî receives an average of 277 cm/y (109 in/y) of precipitation, most of which comes in the form of rain during the spring. Qëhê-rëcê Bî covers an area of nearly 4 km2 (1 mi2), and an average elevation of 2864 m (9396 ft) above sea level.
Overview
Qëhê-rëcê Bî was founded durring the early 14th century in winter of the year 1332, by Tshelîm Trînkdsm. The establishment of the new community went well, with no major obsticles durring construction.
Qëhê-rëcê Bî was built using the conventions of Iron Elven durring the early 14th century. Naturaly, all settlmentss have their own look to them, and Qëhê-rëcê Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Qëhê-rëcê Bî is is constructed arround a series of broad flagstone mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The town is protected by a well-crafted cobblestone fence tall enough to provide adiquite cover for defenders to fire from, but no more than that. Qëhê-rëcê Bî's frontieer-style defences are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.
Qëhê-rëcê Bî has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Qëhê-rëcê Bî ’s existence has dried up and the town is drifting down the stream of history as it dries up. The locals seem to have responded to their slow downfall by recreating Qëhê-rëcê Bî as one of the strictest places imaginable. Everyone’s actions are clearly directed by laws they keep in heart and mind at all times. Orderly byond order is a phrase which the town brings to mind.
Civic Infrastructure
Qëhê-rëcê Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Qëhê-rëcê Bî.

Qëhê-rëcê Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Qëhê-rëcê Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Qëhê-rëcê Bî's public wards, blessings, and other arcane systems.
Qëhê-rëcê Bî possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Qëhê-rëcê Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Qëhê-rëcê Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
Qëhê-rëcê Bî's garrison was built using a different architectural style from the rest of the town. The style used is characterized by grandeur of scale, simplicity of geometric forms, dramatic use of columns, and a preference for blank walls. This design ethos extended to re-imagining earlier styles of structure to create them anew, with a similar overall look and feel to one another..
In Qëhê-rëcê Bî hail is always enormous, yet harmlessly plinks off people, creatures, and structures.
The Stymphalian Bird (Bronze Beak) near Qëhê-rëcê Bî are known to be almost tame, such that they can be put to domestic use.
Qëhê-rëcê Bî's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves performance art to channel Charm energies of tier 1 via recitation of scripture.
